These individuals use the network to distribute illegal content, specifically child sexual abuse material (CSAM). Critics point out that Tor’s structure, which avoids any form of content oversight, allows harmful communities to thrive without restriction. The Canadian Centre for Child Protection, for instance, has sent over 19,000 alerts to the Tor Project—the organization managing the network—regarding such material, yet claims that no steps have been taken due to Tor’s commitment to absolute privacy.
A major issue lies in Tor’s hidden services, known as onion sites, which are only accessible within the network and invisible to standard search engines. These sites attract vast numbers of users, with some forums boasting hundreds of thousands of members. Alarmingly, such platforms often normalize dangerous behavior, sometimes pushing individuals toward real-world crimes against children. Research suggests that over 40% of dark web users engaging with this content may attempt to make direct contact with minors.
The Tor Project has publicly condemned the misuse of its system and acknowledges the problem of illegal activities. However, it argues that introducing monitoring or blocking mechanisms would jeopardize the privacy of countless legitimate users who depend on Tor for protection. On the other side, critics maintain that child safety must take precedence over privacy concerns. They also question why entities like the US government continue to support Tor financially despite these ongoing issues.
This controversy highlights a difficult dilemma: how can online freedom be balanced with the need to prevent harm? The debate over whether privacy tools like Tor should be adapted to address such risks remains unresolved, raising important questions about safety and personal rights in the digital age.
